The low end is a few months of free or cheap tools: a design app, a scheduling app, a domain and business email, plus registering a business name in your province. The high end adds a paid email or lead tool and a year of business software, plus federal incorporation at $200. Most tools bill in US dollars, so the exchange rate adds about a third. Client ad spend is the client's money and is not counted. Agency courses are not needed and are not counted.

The real cost is time: months of outreach before anyone pays. Keep a job or school while you test it.

Cold email and CASL (Canada's Anti-Spam Legislation)

Canada is much stricter than the US. CASL (Canada's Anti-Spam Legislation) says you need consent before sending a commercial email, and that includes emails to businesses. A cold pitch is only allowed under implied consent: the address is published openly, there is no note saying they do not want pitches, and your message relates to their role. Buying or scraping email lists breaks the law. Penalties can reach $1 million per violation for a person and $10 million for a business.

Licences, tax and other rules

You need no licence to run a marketing agency. You report profit to the CRA (Canada Revenue Agency) on your tax return. Once your sales pass $30,000 over four quarters in a row, you must register for and charge the GST or HST (Goods and Services Tax or Harmonized Sales Tax). If you run influencer posts or reviews for clients, the Competition Bureau treats hidden ads and fake reviews as misleading advertising, and the agency can be held responsible too.
