You write a document that is legally binding

Every student in special education has an IEP (Individualized Education Program), a written plan setting out goals, services and accommodations the school must deliver. It is not advice. If a school does not follow it, parents can take the district to a hearing, and the teacher who wrote it will be asked about it.
